If the owner of any property, after receipt of proper notice as specified in this chapter, fails to comply with this chapter, then Council may proceed to enforce this chapter against the agent or tenant of the owner or any other person occupying or having charge of such property, giving the proper notice as specified herein. The agent, tenant or other person occupying or having charge of the property shall be jointly and severally responsible with the owner for any failure to comply with this chapter.
