No person shall construct a building or move a building to be used for human occupancy, employment, recreation or other purpose within the city and within 200 feet of a City public water main without connecting such building to the City water system in accordance with this chapter. No person shall construct and/or install a water well intended to service any building located within 200 feet of a City public water main.
