The City Library shall be a department of the City government under the direction of a Library Board comprised of six members who shall be appointed by the Mayor subject to confirmation by the City Council. The terms of the members of the Library Board shall be for three years, commencing on January 1, and shall be so arranged that the term of one member shall expire in each year. The Library Board shall possess such powers as are conferred upon such boards by State law, and as are granted under ordinances already enacted, or which may be enacted under the provisions of this Charter.
