No person shall operate or cause to be operated a wrecker business upon the streets of the city without meeting the following conditions:
(a) Maintain, by ownership, lease or contractual arrangement, an enclosed storage yard within a three-mile radius of the city limits.
(b) Maintain, at a minimum, storage lot business hours for the public to obtain possession of stored vehicles from 8:00 a.m. to 6:00 p.m. weekdays.
(c) Maintain compliance with all police operational procedures.
(d) Operate, maintain and license all vehicles and operators, according to state regulations.
