808.16   INTERPRETATION OF FRANCHISE.
   Any right or privilege granted to any person under this chapter to use or occupy any street, alley, public right of way or public place shall be subordinate to any prior lawful occupancy of such property. Nothing in this chapter shall be construed as limiting the City in any way in the lawful exercise of its police power. The grant of a franchise to any person as provided in this chapter shall confer no right, privilege or exemption not specifically presented therein.
