Section 3.14    Nominating Petitions.
    Persons desiring to qualify as candidates for any elective office under this Charter shall file a petition therefor with the City, signed by not less than fifteen nor more than thirty registered electors of the Clerk, not later than the date and time for the filing of nominating petitions for State and County offices. The form of the petition shall be substantially as that designated by the Secretary of State for the nomination of nonpartisan judicial officers. A supply of official petition forms shall be provided and maintained by the Clerk.
   The Clerk shall publish notice of the last day and time for filing nomination petitions at least one week before and not more than three weeks before that date.
   No person shall sign his name to a greater number of petitions for any one office than there will be persons elected to that office. Should he do so, the signatures bearing the most recent date shall be invalidated. If his signature bears the same date, such signature shall not be counted on any petitions for that office.
