It is the purpose of this Charter to establish procedures for the exercise of control and management of all municipal affairs pertaining to the public health, safety and general welfare of its people. Where a power permitted to the City is not defined in this Charter, the Council, or the people through initiatory petition, may, by proper procedure, provide for the exercise and control of such power.
