(a) Any person driving a vehicle on school property shall drive the same at a careful and prudent speed, not greater or less than is reasonable and proper, having due regard to the traffic, surface and width of the drives and other conditions then existing. No person shall drive any vehicle upon school property at a speed greater than will permit him or her to bring it to a stop within the assured clear distance ahead.
(b) Subject to subsection (a) hereof and except in those instances where a lower speed is specified in this chapter, it shall be prima-facie lawful for the driver of the vehicle to drive the same at a speed not exceeding twenty miles per hour on all drives, lots and roadways owned and operated by the Perry Public School District, except when such speed would be unsafe. No person shall exceed such speed limitation.
(c) No person shall operate a motor vehicle upon any property owned by the Public School District, except upon drives and roadways designated for vehicle traffic.
(d) No person shall operate an unlicensed motor vehicle upon any property owned by the Public School District.
