All persons to whom a traffic violation ticket or notice has been issued may appear before the Traffic Violations Bureau on or before ten days from the issuing date thereof, pay the fine so assessed and deposit the ticket with the Bureau. Such appearance and payment shall constitute full satisfaction for the offense charged. Upon and after payment of the prescribed penalty, no other or further arrest or prosecution of such person shall be had with respect to the particular violation for which the penalty was paid.
