The city is authorized to rent on a monthly basis real property or equipment, and to pay the rental charges thereon, for usage during any fiscal period or portion thereof, provided such payment be made out of appropriations made and approved for such purpose for such fiscal year, it being the intention hereof that the city comply with the provisions of 62 Oklahoma Statutes section 430.1.
