8-4-17: SEWER MAIN EXTENSIONS:
A.   Application: Every person, firm, or corporation desiring a sewer main extension, whether inside or outside the corporate limits of the city of Perkins, shall make written application to the city commission for approval of such extension. The application shall be accompanied by a sketch or drawing of the tract to be served, proposed location of the new main, location of existing sewer mains in close proximity thereto, and the proposed point of connection to the existing sanitary sewer system of the city. B.   Specifications And Approval: All sewer main extensions shall be constructed according to city specifications and approved by the city and state department of health. (2010 Code § 19-55)
C.   Costs: The costs of sewer main extensions shall be borne as follows: (2010 Code § 19-56)
The developer and/or owner of a tract shall bear the entire cost of a sewer main adequate in size, as determined by the city, to serve the tract that he is developing or desires to serve; provided, that in no event shall a main of less than eight inches (8") in diameter be considered adequate. If the city desires that the sewer main be larger than is necessary to serve said tract, the city may, if funds are available, pay the additional cost of said main. All such sewer main extensions upon completion shall become the sole and exclusive property of the city and shall be operated and maintained as a part of the city sanitary sewer system; provided, however, if a main is so located as to render it possible for tracts of land not owned by the developer and/or owner to be served through said main, then and in that event the developer and/or owner shall retain title to said main to the extent of his interest therein based on his participation in the total cost thereof, and shall lease his interest to the city.
