B.   Exceptions: Exceptions to the above sewer service charge are provided as follows:
Each user of the sanitary sewage system of the city whose property or premises may be located outside the corporate limits of said city shall pay as a sewer service charge a sum equal to one hundred fifty percent (150%) of the sum computed under the provisions of subsection A of this section. C.   Collections: The sewer service charge for the use of the sanitary sewerage system shall be billed to each user monthly, along with the bill for water and other services, and the city clerk is hereby directed not to accept payment of the bill for water and other services unless such payment is accompanied with the sewer service charge. The failure to pay a sewer service charge when due shall be cause for discontinuing and disconnecting either the sewer or all of the connections in accordance with the procedures established in chapter 1 of this title.
