It shall be unlawful for any person, unless duly authorized by the city manager, to disturb, displace, interfere with, cover up, damage or destroy a water main, water pipe, meter, meter box, machinery, tools, building, fire hydrant, curb cock, curb box or any other property belonging to, connected with or under control of the municipal water supply system.
