There may be charged, assessed and collected from each residential, commercial, and bulk user of water such amounts as set by the city commission by motion or resolution. The city commission is further authorized and directed to implement a surcharge on each residential and commercial account for the purposes of defraying the expense of purchasing water from third party sources and the cost of administration of such agreements.
