The city is not responsible for either the provision of services by Western Payne County ambulance trust authority resident benefit program or the WPCATA program. The city's sole responsibility is to properly receive, record and transfer to Western Payne County ambulance trust authority the funds paid by the participating utility customers for benefits under the medical service program.
