7-3-2: LIBRARY BOARD OF DIRECTORS:
A.   Established:
   1.   Membership: There is hereby established a library board, which shall consist of five (5) citizens of the city, and two (2) members who shall live within the Perkins school district and who shall serve as advisory members of such library board. (2010 Code § 13-2)
   2.   Citizen Appointments: The city commission shall appoint to the library board five (5) persons who are citizens of such municipality and whose terms in office are outlined in subsection B of this section. The members shall be selected based on their fitness for such office.
   3.   School District Resident Appointments: The city commission shall appoint to the library board two (2) persons who reside within the limits of Perkins school district, whose terms in office shall be one year each and which terms shall each expire December 31 annually. The members shall be selected based on their fitness for such office. (2010 Code § 13-2; amd. 2012 Code)
   4.   Compensation: The appointed members of the library board shall serve without compensation or pay, except that any member of said library board who shall incur reasonable expense at the direction of the city, or in official and sanctioned furtherance of his duties, shall be entitled to reimbursement in full by the city. (2010 Code § 13-2)
B.   Terms:
   1.   Members of the library board shall hold office for overlapping terms of three (3) years each, beginning on May 1 following their appointment, and their terms shall be staggered; provided, that the first members shall be appointed to serve as follows:
      a.   One shall be appointed for a term of one year.
      b.   Two (2) shall be appointed for terms of two (2) years.
      c.   Two (2) shall be appointed for terms of three (3) years.
   2.   Appointments thereafter shall be made for terms of three (3) years, except vacancies on the board occurring otherwise than by expiration of a term of office shall be filled by appointment by the city commission for the unexpired term of the member or members whose vacancy is being filled. C.   Powers And Duties: The library board shall be an advisory board and shall have the right to consider any matter relating to public libraries, other library facilities and other library matters, and to make recommendations thereon to the city commission, and to others as may be appropriate. (2010 Code § 13-5)
D.   Removal: Any member of the board of trustees may be removed by the appointing authority for misconduct or neglect of duty. (2010 Code § 13-6)
E.   Organization: The public library board shall organize annually by electing a chairperson, vice chairperson and secretary, and further shall adopt from time to time such bylaws, rules and regulations, and amendments thereto as may be necessary, subject to approval of the city commission. F.   Funds Received: All monies received by the board on account of the operation of the library shall be paid to the city clerk, who shall deposit the same in the municipal treasury. Such monies shall be paid out only upon warrants authorized by the city commission. (2010 Code § 13-9)
G.   Budget Recommendation: The board shall recommend an annual budget to the governing body.
H.   General Authority: The board shall set the policy of the library, supervise and care for the grounds, rooms or buildings constructed, leased or set aside for the library. (2010 Code § 13-8)
I.   Reports Required: The library board of trustees shall make, on or before July 31 in each year, an annual report to the city commission. Such report shall include the condition of its trust on June 30; the various sums of money and property received by the library and how such monies have been expended; the budget for the library for the next fiscal year; and statistics on the general character and number of books and periodicals which are on hand, are lost, have been added and have been loaned out; and the number of persons making use of the library during the year. A similar report shall be filed at that time with the state department of libraries on forms supplied by that department. (2010 Code § 13-10)
