6-17-6: PERMITS FOR LOADING OR UNLOADING AT ANGLE TO CURB; LOADING OR UNLOADING IN STREETS:
A.   Permit; Revocation: The chief of police is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property, or to the owner of the vehicle, and shall grant to such person the privilege as therein stated and authorized herein. The chief of police may revoke such permits at any time.
B.   Safety Barricades And Warning Devices: The person, firm or entity to which any such permit is issued shall be responsible for erecting safety barricades and warning devices. Such barricades and warning devices shall properly warn of the loading or unloading and shall be erected to protect pedestrians, animals and vehicles from such loading and unloading activities. Such barricades shall further be erected at the limits of such street, alley or right of way so as to properly indicate to the public that such street, alley or right of way is closed. All warning devices and barricades shall be approved by the chief of police.
C.   Violation Prohibited: It shall be unlawful for any permittee or other persons to violate any of the special terms or conditions of any such permit.
D.   Prohibited Without Permit: It shall be unlawful for any person, firm or entity to load or unload merchandise from any street, alley or right of way, or to load or unload while backed up to a curb without first securing a permit as provided for in this section. (2010 Code § 21-105)
