6-15-9: REGISTRATION REQUIRED:
A.   Every owner of a bicycle, before the same shall be operated on any of the streets, alleys, sidewalks or public highways in the city, shall register the bicycle with an authorized agent of the city.
B.   This section shall apply to all residents of the city and to such nonresidents who operate bicycles upon the streets of the city habitually or frequently. It shall not apply to casual travelers or tourists passing through the city on their bicycles. Proof of out of city residency shall be requested when a bicycle is unregistered and out of city residency is claimed. In the event out of city residency cannot be established, the bicycle shall be handled as an in city, nonregistered bicycle. The police department shall make every reasonable effort to verify residency. The provisions of this section shall not apply to bona fide dealers of new or secondhand bicycles when the bicycles are kept by the dealers for sale to the public.
C.   All bicycles must be registered within ten (10) days of purchase or transfer.
D.   The registration provided for in this section shall be valid for the life of the bicycle. All bicycle registrations shall be appurtenant to the specific bicycle for which issued, and no other, and shall not be transferred to or used on any other bicycle.
E.   It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the police department the registration card issued to such person, together with the name and address of the person to whom the bicycle was sold or transferred. Such report shall be made within ten (10) days of the date of the sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within ten (10) days of the sale or transfer. The original registration, which has no expiration date, shall remain with the bicycle and the number reassigned to the new registered owner. (2010 Code § 21-95.1)
