5-2-11: REGULATIONS MAY BE ADOPTED:

The city commission, by motion or resolution, may adopt and change regulations relating to the fire department, its organization and operation. The chief may recommend such regulations and changes therein to the commission at any time. (2010 Code § 1-46)
