5-1-5: APPOINTMENT OF RESERVE OFFICERS:
A.   Appointment; Background Inquiry: Police reserve officers shall be appointed by the city manager and shall, prior to the appointment to the police reserve, have a complete background inquiry of the applicant conducted by the police department. The applicant shall be personally interviewed by the city manager or his representative, and the applicant's photograph and fingerprints shall be obtained.
B.   Interview; Physical Examination: Each applicant shall be interviewed as to his ability to safely handle firearms and shall submit to a physical examination at the applicant's expense to determine fitness to perform assigned duties.
C.   Other Membership Prohibited; Exception: No person shall be eligible for appointment to the police reserve organization who shall be a member of any other law enforcement reserve force, except that any officer may hold a cross deputization commission with the Payne County sheriff's office, whether it be municipal, state or other reserve force, or who has been convicted of a felony under the laws of the state, or of any other state, or of the United States, or an offense involving moral turpitude, nor shall any such person be eligible to continue to serve as a member of the police reserve who has been convicted of a felony under the laws of the state, or of any other state, or of the United States, or any offense involving moral turpitude. It shall be the duty of the chief of police to refuse such appointment to all persons under the age of twenty one (21) and such other persons as he has reasonable cause to believe are not qualified.
