It shall be unlawful for any person, firm or corporation, unless authorized to do so by the City, to remove from any premises or to transport through the streets, alleys or public places of the City, any garbage or rubbish for remuneration. Provided it shall be the duty and obligation of any such person, firm or corporation to remove animal manure and the carcasses of their animals, and dispose of the same in accordance with the ordinances of the City, the laws of the State and the rules and regulations of appropriate departments and agencies thereof.
