Commercial tree trimmers, and those persons who trim trees and brush for hire, shall remove the same without cost to the City. All debris accumulated during the construction or remodeling of buildings shall be removed by the builder or person doing the remodeling, as the case may be, without cost to the City; provided, however, the City may dispose of such debris for an extra fee as determined by the City Commission.
