All garbage produced or accumulated within the corporate limits of the City, and all yard trash, with such exceptions as to excessive amounts, shall be collected, removed and disposed of by the City or its contract hauler. The City Commission shall prescribe such rules and regulations as it may deem proper to govern the manner and time for the collection, removal and disposition of garbage or yard trash.
