ORDINANCE NO. 494
 
“AN ORDINANCE AMENDING PERKINS CITY CODE TITLE 6, MOTOR VEHICLES AND TRAFFIC, CHAPTER 13, MISCELLANEOUS TRAFFIC PROVISIONS, SECTION 6-13-19, MOTOR SCOOTERS; AND DECLARING AN EMERGENCY."
 
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF PERKINS, STATE OF OKLAHOMA:
 
SECTION 1: That Title 6, Motor Vehicles and Traffic, Chapter 13, Miscellaneous Traffic Provisions, Section 6-13-19, Motor Scooters, of the Perkins City Code be amended to read as follows, to-wit:
 
6-13-19: MOTOR SCOOTERS:
 
It shall be unlawful for any person to operate a motor driven cycle, including a motorized scooter, or electric-assisted or motorized bicycle, on a street in this city unless the operator possesses a current and valid driver’s license and insurance security verification as required by law and ordinance.
 
SECTION 2:   Construction and Severability
   It is the intent of the City of Perkins to supplement applicable state and federal law and not to duplicate or contradict such law. If any section, sub-section, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held invalid or unconstitutional by any Court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion of this ordinance.
SECTION 3:   Emergency Clause
   
It being immediately necessary for the preservation of the peace, health and safety, an emergency is hereby declared to exist by reason whereof this ordinance shall take effect and be in full force and in effect from and after its passage, approval and publication.
