Small business shall be considered the use of an existing developed site for the purpose of conducting a minimal to no impact on a business site. A small business may be permitted, provided that the business is a use by right in the zoning classification in which the business will be located. The city manager or his authorized representative shall determine if the addition of the small business to the developed site will have little or no adverse impact on the site and the area surrounding the site. Before approval of a small business permit, a permit application shall be submitted to the city of Perkins. (Ord. 401, 5-14-2013)
