(A) No person shall discharge or cause to be discharged directly or indirectly any storm water, groundwater, roof runoff, subsurface drainage, waste from on-site disposal systems, or unpolluted cooling or processing water to any sanitary sewer, except as permitted by the city or other local unit of government. No person may discharge sump pump or footing drain water into the public sanitary sewer.
(B) Storm water and all other unpolluted water shall be discharged to a storm sewer, except that unpolluted cooling or processing water shall only be so discharged upon approval by the city or other unit of local government and the issuance of a discharge permit by the MPCA.
