It shall be the duty of the City Manager to administer and enforce the regulations prescribed herein. Applications for permits and variance shall be made to the Public Works Supervisor upon a form furnished by him or her. Permit applications shall be promptly considered and granted or denied by him or her. Variance applications shall be forthwith transmitted by the Public Works Supervisor for action by the Board of Adjustment hereinafter provided for.
