§ 30.42 PROCEDURE FOR CHANGES.
   No change shall be made in the zoning regulations or subdivision regulations unless the proposed change has been referred to the Planning Commission for report thereon and an attested copy of such report has been filed with the Council, except that for just cause, the Council, by resolution can override this provision and act on a zoning or subdivision ordinance change without Planning Commission review. Failure of the Planning Commission to report within 20 days or such longer period as may be designated by the Council after such reference shall be deemed to be an approval of the proposed chance.
