(A) The Commission shall elect a Chairperson from among its appointed members for a term of one year; and the Commission may create and fill such other offices as it may determine. The City Manager shall act as Secretary of the Planning Commission.
(B) The Commission shall hold at least one regular meeting each two months. It shall adopt rules for the transaction of business, and it shall keep a record of its resolutions, transactions, and findings, which record shall be a public record. Special meetings may be called only by written notice to each member. At least three days before the meeting, written notice shall be posted on the bulletin board of the city and shall be mailed or otherwise delivered to each person who has filed a written request for notice of special meetings. As an alternative to mailing or otherwise delivering notice to persons who have requested notice, notice may be published at least three days before the meeting in the official newspaper. Special meetings shall be called by the Chairperson or two members of the Commission. If a circumstance arises that, in the judgement of the Commission, requires immediate attention, an emergency notice shall be given by telephone to each news media that has filed a written request to be notified of emergency meetings. Expenditures of the Commission shall be within the amounts appropriated for the purpose by the Council.
