If the owner or occupant of any property in the city fails to comply with the notice within ten days after its publication, under the direction of the Public Works Supervisor the weeds, grass or similar vegetative cover may be cut and removed. The minimum billing will be $200 plus the hourly rate for manpower and the equipment used. The city shall keep a record showing the cost of such work attributable to each separate lot and parcel and shall deliver such information to the City Manager.
