Regular meetings of the Board shall be held monthly on a day set by resolution of the Board. The Chairperson may call a special meeting at his or her discretion and shall call a special meeting upon written request by three members, the Mayor, or the Council. At least three days before the meeting, written notice shall be posted on the bulletin board of the city and shall be mailed or otherwise delivered to each person who has filed a written request for notice of special meetings. As an alternative to mailing or otherwise delivering notice to persons who have requested notice, notice may be published at least three days before the meeting in the official newspaper. Special meetings shall be called by the Chairperson or two members of the Commission. If a circumstance arises that, in the judgment of the Commission, requires immediate attention, an emergency notice shall be given by telephone to each news media that has filed a written request to be notified of emergency meetings. Expenditures of the Commission shall be within the amounts appropriated for the purpose by the Council.
