If any abutting property owner or owners shall violate any of the provisions of this subchapter by not constructing sidewalks as provided and described in this subchapter, the City Council may proceed to remove such sidewalk or sidewalks that may have been constructed in violation of this subchapter and may build and construct the same in the manner described and provided in this subchapter. All costs of material and expenses in building and constructing the same shall be assessed against the property owner or owners thereof as in such case provided by law.
