The occupants of each and every tenement or building in the city fronting upon any street having a sidewalk abutting upon such premises and the owner of any unoccupied lot fronting as aforesaid shall clear the sidewalk opposite the tenement, building, or unoccupied lot as the case may be of snow and ice by 12:00 p.m. of each day and cause the same to be kept clear of snow and ice.
