§ 90.06 CROWDING SIDEWALKS.
   No person or persons shall sell or attempt to sell, or cry for sale at public auction in the city any chattels or property whatever to any person or persons upon the sidewalks or streets within the city so as to collect crowds upon the sidewalk or streets, whereby the free passage thereof to any persons, or vehicle is prevented or hindered and without first obtaining approval of the City Council.
