(A) No person shall encumber or obstruct any sidewalk, lane, alley, street, public grounds, or other public places by placing or maintaining thereon or therein any building material, carriages, carts, wagons, sleighs, boxes, lumber, firewood, posts, poles, awnings, or any other materials or substances whatever or by stringing, suspending, placing, or maintaining any wires, ropes, timbers, signs, awnings, structures, projections, material, or substance whatever, over, along, or across any of the same except as provided by this chapter.
(B) No person shall pile, deposit, or place, or cause or permit to be deposited, piled, or placed, any rubbish, wood, coal, dirt, or impediment or obstruction of any kind upon or over any sidewalk or crossing in the city or occupy or obstruct any sidewalk or crossing.
