It shall be unlawful for the driver of any vehicle to park or stand such vehicle at any designated loading zone for a period of time longer than is necessary for the expeditious loading or unloading of passengers, merchandise, or materials, and in no extent shall the operator of a vehicle into or from which merchandise or materials is being loaded park or stand such vehicle in any loading zone for a period longer than 30 minutes, nor shall the operator of any passenger vehicle park or stand such vehicle at any such loading zone for a period of time longer than five minutes and then only when the operator thereof remains in said vehicle.
