Helicopter pilots may deviate from the provisions of this chapter only in the event of an emergency. A full statement of the reasons for such deviation shall be submitted in writing to the Police Chief within twenty-four (24) hours after such deviation. Any deviation from the provisions of this chapter without cause for the safety or protection of persons and property shall be considered to be a violation of this chapter.
