For new pools, provision shall be made for complete circulation of water through all parts of the pool. The system shall be equipped with a complete water filtering and recirculation system of sufficient capacity to provide a complete turnover of water at least once in twenty-four hours. The installation of new pools of the fill and draw type shall not be permitted.
