No person shall operate or maintain a swimming pool until a license therefor has been issued by the Inspector of Buildings. The license for a swimming pool shall be issued for an indefinite period and shall not be transferable as to person or location. All licenses shall be in writing and shall state the conditions thereof. No person shall conduct, operate, maintain or manage any swimming pool without complying with the requirements of this chapter, and the Inspector of Buildings is hereby charged with the enforcement of the provisions hereof.
