Before work is commenced on the construction of a swimming pool or on any alteration, addition, remodeling or other improvement thereto, an application for a permit to construct and the plans and specifications and pertinent explanatory data hereinafter required shall be submitted to the Inspector of Buildings for approval. No part of the work shall be commenced until the Inspector has evidenced his or her approval upon such plans and specifications and has granted a permit therefor. In addition, a deposit of six hundred dollars ($600.00) shall be required, which deposit will be refunded upon approval of the work by the Inspector.
