The Inspector of Buildings shall, within forty-eight hours of the filing of an application for a permit to move or raise a building, cause such building to be inspected, and if he or she finds that it can be moved or raised safely in the manner proposed and that the proposed location thereof will violate no ordinance of the City or ordinance or other regulation of any other municipality, he or she shall cause a permit to be issued to the applicant upon payment therefor of a fee of one hundred dollars ($100.00).
