No person shall change the contours of land, or assist in doing the same, by grading, excavating or filling, or by removing topsoil, trees and other vegetation, loam, sand, gravel, rock, stone, clay or other similar substances from land, without first obtaining a permit as required herein, or in violation of the terms of any permit granted as provided herein. A separate offense shall be deemed committed each day during or on which a violation occurs or continues after notification thereof.
