The purposes of the Architectural Board of Review are:
(a) To protect property values within the City;
(b) To maintain the high character of community development;
(c) To insure high quality exterior design of buildings and attractive and harmonious landscape treatment of properties;
(d) To regulate, according to proper architectural principles, the design, massing, use of materials, finished grade lines and orientation of all new buildings; and
(e) To regulate the moving, alteration, improvement, repair, adding to or razing, in whole or in part, of all existing buildings where there is a material change in the exterior appearance or size of the building.
