(a) Prior to renting or leasing a residential dwelling, the owner of the residential dwelling or lessee shall obtain from the Inspector of Buildings a certificate of inspection of such dwelling. A certificate of inspection is valid for a period of two (2) years from the date of issuance, after which the owner of the residential dwelling shall apply for a new certificate of inspection.
(b) The application for a certificate of inspection shall be made on forms supplied by the Inspector of Buildings. After receipt of the application for a certificate of inspection, the Inspector of Buildings, or his or her authorized agent, shall cause an inspection of the dwelling or premises to be leased or rented and issue a notice of any violations of this Building and Housing Code or of the Fire Prevention Code existing at the time of such inspection. Any violations found upon inspection of the premises shall be corrected prior to issuance of the certificate of inspection.
(c) Failure to apply for the certificate of inspection in accordance with the above shall be deemed a violation of this Chapter and will subject the owner of the residential dwelling to legal action and penalty prescribed in Section 1440.99 hereof.
(d) Nothing herein shall prevent, or be construed as preventing, more frequent inspections upon complaint or upon reasonable suspicion that a violation of state law or the Codified Ordinances of the City of Pepper Pike exists upon the property.
