All extensions of electric power and street lighting wires, conduits or cables, including equipment, housings and transformers necessary in the operation of distribution or service systems, shall be constructed underground in accordance with the standards and regulations of the Public Utilities Commission of Ohio with provision for street lighting lamps. Bases must be provided for the ultimate installation of street lights, spaced no farther apart than every fourth lot. Until used, the wiring in such bases shall be safely insulated and de-energized.
