A water system shall be designed and constructed by the developer and a supply provided for each lot, as follows:
(a) Public Supply. A public water system shall be provided for fire protection and a house connection for domestic use to serve each lot where the land has access to connecting water mains.
(b) Design Standards. A public water system shall be designed and constructed in accordance with the standards and plans of the City of Cleveland Water Department and the City.
