Sanitary facilities shall be designed and constructed by the developer for the proper disposal of wastes for each lot, as follows:
(a) Public System. A public sanitary sewer system and a house connection shall be provided for each lot where the land has access to a sanitary sewage disposal plant and appropriate connecting mains.
(b) Design Standards. The sanitary sewer system shall be designed and constructed in accordance with the standards of the City or as otherwise provided by law. The developer shall construct and pay for all sanitary sewers.
