Amendments to these Subdivision and Land Development Regulations may be initiated by the City Planning Commission or Council. If initiated by Council, they shall be referred to the Commission and after receiving recommendations thereon, the Commission shall hold a public hearing. If the amendment is approved by the Commission, Council may adopt the amending ordinance by a majority vote. If the amendment is not approved by the Commission, a three- fourths vote of the entire membership of Council shall be required for adoption of the ordinance.
