(a) The City Planning Commission shall hold meetings not less frequently than once every three months unless circumstances require more or fewer meetings, and special meetings as may be called according to its rules. Except as otherwise provided by law, all meetings of the Commission shall be public. Minutes of all meetings shall be kept showing the attendance of members and the vote, or failure to vote, for each member on each subject. The Clerk of Council shall provide minutes of each meeting of the Commission to the members of the City Council.
(b) No action shall be taken or decision made by the Commission except by the vote of at least three (3) of its members, and any action or decision taken by the Commission shall not become effective or final for the period from the date of such action or decision until the last to occur of: (1) the adjournment of a City Council meeting at which a quorum was present; and (2) ten (10) days from the date of such action or decision. During such period, any party with proper standing who was aggrieved by the action or decision of the Commission may file an appeal of the Commission's action or decision with the Clerk of Council. In addition, the City Council may, by motion, make a determination to review such action or decision. If no appeal is filed and no such determination is made by City Council within such period, the Commission's action or decision shall become final. If an appeal is filed or such determination is made by City Council, then City Council shall, after notice is provided in Section 1262.03(b), hear and review the matter upon the record before the Commission and, in the case of an appeal, any further arguments that may be made by an interested party. After such hearing and review, Council may amend, modify, alter, compromise, reverse, disapprove, or recommit to the Commission any action or decision taken by the Commission.
