The City Planning Commission shall consist of five members as follows: the Mayor; one member of Council, elected by Council for a one-year term at the annual organizational meeting; and three other residents of the City, to be appointed by the Mayor, subject to confirmation by Council. Appointments shall be made for a period of six years, except that for the members first appointed, one shall serve for two years, one shall serve for four years and one shall serve for six years.
